Notice on Vehicle Entry Permit System for Hirafu No.1 Parking Shuttle Bus Pick-up/Drop-off Lanes

The Hirafu No.1 Parking Lot (Town land, operated by Kutchan Tourism Association) would be implementing a “Vehicle Entry Permit” system for the Pick-up/Drop-off lanes, starting from this upcoming Winter season. One aim of the system is to have a better understanding of the actual number of vehicles utilizing the lanes. Also, staff have had incidents in the past years where vehicles were left unmanned on the lanes, blocking other buses/vehicles. With this system in place, the staff would be able to reach the vehicle operator and resolve the congestion.

• When will this system be in place?
  From December 2024 to end March 2025
  
  
• Which businesses must apply for this permit?
  All businesses whose vehicle would be entering the following Shuttle Bus Pick-up/Dop-off lanes.
  
  Lane 1 … Local Buses, Highway Buses, Free Shuttle Bus, Night-go Bus
  Lane 2 … Chartered Buses
  Lane 3 … Vehicles ran by local businesses for timetabled drop-off/pick-up of guests to the ski slopes.
  Lane 4 ... Vehicles ran by local businesses for ad-hoc drop-off/pick-up of guests to the ski slopes.

• How do you apply for it, by when?
  Please fill in the attached Application Form and submit it to Kutchan Tourism Association by Friday, 25 October.
  There is no fee required to obtain the permit. Once the registration is processed, please pick up a permit from the Kutchan Tourism Association and affix it to your vehicle.
  

• or those Timetabled drop-off/pick-up vehicles;
  Please also send through the timetable along with the Application Form.
  (Please also share updates when the timetable is revised during the season.
  
  

• What if the Vehicle does not have the Permit?
  Those vehicles without a Permit will not be able to enter the Shuttle Bus Pick-up/Drop-off Lanes.
