【Dominwari】Changes to Dominwari from April

There have been a few changes to the Dominwari from April.

Eligible：Iwate, Miyagi, Akita and Yamagata Prefecture Residents.
※Aomori and Fukushima Prefecture are also being considered to be added soon.
